What Special Requirements Apply to NEV Exports?

  • Browse number: ...

New energy vehicle (NEV) exports (containing lithium batteries) fall under the dangerous goods transport category and have more special requirements than regular fuel vehicle exports. Below are the main special requirements for NEV exports:

1. Dangerous Goods Classification
According to the International Maritime Dangerous Goods (IMDG) Code, new energy vehicles equipped with lithium batteries are classified as Class 9 dangerous goods (miscellaneous dangerous substances and articles), with UN number UN3171 (battery-powered vehicles). Therefore, NEV ocean shipping must be operated and declared in accordance with dangerous goods transport regulations.

2. Core Document Requirements
• MSDS (Material Safety Data Sheet): Traction lithium batteries must provide a compliant MSDS with all 16 sections, issued by the manufacturer or a professional agency;
• UN38.3 Test Report: Lithium batteries must pass the 8 tests specified in UN38.3 (altitude simulation, thermal test, vibration, shock, external short circuit, impact/crush, overcharge, forced discharge);
• Dangerous Goods Packaging Certificate: Some ports require a dangerous goods packaging inspection certificate;
• Vehicle Compliance Declaration: Some shipping lines require a battery system safety declaration from the vehicle manufacturer;
• Customs Declaration Documents: In addition to regular declaration documents, the dangerous goods class and UN number must be indicated.

3. Vehicle Technical Requirements
• Battery State of Charge (SOC): Typically required to be between 30%–50%, subject to the specific carrier's requirements;
• Insulation Protection: High-voltage battery terminals must be properly insulated to prevent short circuits;
• Vehicle Securing: Vehicles must be firmly lashed and secured during Ro-Ro transport;
• Fault Code Clearance: Vehicle fault codes must be checked and cleared before shipping to ensure normal battery system status;
• Key Management: Vehicle keys are managed centrally to prevent accidental startup.

4. Booking & Declaration Requirements
• Early Booking: NEV Ro-Ro space is limited — we recommend booking 2–4 weeks in advance;
• Document Pre-Review: All dangerous goods documentation must be submitted at booking for the carrier's review;
• Dangerous Goods Declaration: Dangerous goods declaration must be made to maritime authorities;
• Specialized Operations: We recommend operations be handled by professionals familiar with NEV transportation.

5. Destination Country Import Requirements
Different countries have different certification and standard requirements for NEV imports, such as:
• EU: WVTA certification, E-mark certification, REACH regulation, etc.;
• Middle East: GCC certification, SASO certification, etc.;
• South America: INMETRO certification (Brazil), etc.
We recommend confirming the destination country's import certification requirements before shipping.
